Requirements: Relevant B Degree in Building Sciences/ Architecture/ Bachelor Degree in Town and Regional Planning or Development Studies; or equivalent. The successful candidate must meet the minimum competency requirements as contained in the Municipal Regulations on Minimum Competency levels, Gazette 29967 of 15 June 2007, i.e. South African Qualifications Authority Qualification ID No. 48965 for Accounting Officers of municipalities, e.g. CPMD, MFMP, etc. If a newly appointed person is not in possession of this Competency, he/ she must complete it within eighteen (18) months from the date of employment, in accordance with Government Notice Number 91 of 3 February 2017, as promulgated in Government Gazette No. 40593. Five years’ experience at middle management. Proven successful Professional experience in Development/ Town and Regional Planning. Project management certificate or diploma; or Registration as a Professional Planner in accordance with the Planning Profession Act, 2002, (Act No. 36 of 2002) will be an added advantage.

VACANCY: AUDIT COMMITTEE MEMBERS (X3 POSITIONS)

Frances Baard District Municipality: Appointment of Audit Committee Members. In terms of Section 166 of the Municipal Finance Management Act (MFMA), Frances Baard District Municipality calls on qualified and interested persons to serve on its Audit Committee for three (3) years. Candidates can apply personally or be nominated by someone else.

Candidate requirements: The ideal candidate must have management experience gained from the Performance management/Audit/Financial/Legal/Risk Management environment. Experience in or knowledge of the Public Finance and Public Sector will be considered as an additional advantage. In addition to the above, candidates should demonstrate experience in participating in governance structures, ability to dedicate time to the activities of Frances Baard District Municipality’s Audit Committee, have an inquisitive personality within reasonable levels of probing, analytical reasoning abilities and good communication skills, and a fair understanding of the regulatory framework within which national departments operate.

The programme has a logical training sequence that builds on the skills and competencies acquired during university training. It ends where appropriate, with a qualification in Municipal finance Management which is in line with the Municipal Minimum Competency Regulations. The programme is aimed at unemployed graduates.

Requirements: Bachelor of Science Degree in Engineering Degree or, BTec Engineering; or equivalent. A post graduate qualification in civil engineering will be an added advantage. Registration as a Professional Engineer or Professional Technologist with the Engineering Council of South Africa. The successful candidate must meet the minimum competency requirements as contained in the Municipal Regulations on Minimum Competency levels, Gazette 29967 of 15 June 2007, i.e. South African Qualifications Authority Qualification ID No. 48965 for Accounting Officers of municipalities, e.g. CPMD, MFMP, etc. If a newly appointed person is not in possession of this Competency, he/ she must complete it within eighteen (18) months from the date of employment, in accordance with Government Notice Number 91 of 3 February 2017, as promulgated in Government Gazette No. 40593. Performance Management Systems Intern
Requirements: A recognized tertiary qualification in strategic planning, development planning, monitoring and evaluation, Public Management or equivalent. Sound and informative knowledge of the Frances Baard District Municipality. Understanding of the objectives of municipalities, Municipal Systems Act, Structures Act, Municipal
Performance Management Regulations as well as IDP processes. Excellent planning, communication, interpersonal and customer service skills. Project conceptualization, development, administration, management, monitoring and evaluation. Ability to relate to individuals and groups from socially diverse backgrounds and deal with conflict situations. Willingness to learn. Willingness to travel within the district municipality. Willingness to work extra hours when required.
